State CO2 Allowance Submission Schedule for Regional CO2 Allowance Auctions

The table below identifies CO2 allowances to be offered for auction in calendar years 2010 and 2011.  The table includes projected CO2 allowance quantities for current control period and future control period CO2 allowances. Final CO2 allowance quantities may differ slightly based on administration of allocation provisions in state CO2 Budget Trading Program regulations, including allocation of COallowances through set-asides and direct sales. Final CO2 allowance quantities are published in the Auction Notice for each auction available at http://www.rggi.org/co2-auctions/information.

  • All CO2 allowances made available for auction by Participating States, for a respective control period, will be offered for sale prior to the end of that period.
  • CO2 allowances of allocation years falling within the first control period** will be made available for sale by each Participating State in an evenly distributed manner during the first control period.
  • By the end of 2010, 5% of available 2013 allocation year CO2 allowances will be made available for sale. The schedule for future control period CO2 allowances that will be made available for sale in 2011 is yet to be determined.

* Unused 2009 allocation year CO2 allowances from Participating States set aside accounts may be auctioned in calendar year 2010 as specified in regulations for each Participating State.

** The first control period consists of the 2009, 2010, and 2011 allocation years.
