CO2 allowances are issued by each RGGI State in an amount defined in each state's applicable statute and/or regulations. Together, all the allowances issued by all the RGGI States comprise the regional CO2 emissions cap.
For the first three-year control period (2009-2011), the CO2 emissions cap for the ten-state RGGI region (Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont) was 188,076,976.
