Draft Lists of Electric Generating Units Potentially Subject to RGGI Program

This file contains draft state lists of units that might be subject to the Regional Greenhouse Gas Initiative (RGGI) if RGGI were to be adopted in that state. Please note that although this list includes PA, MD and DC, these jurisdictions are currently observers to the RGGI process. If other states choose to observe or participate in the RGGI process, units from those states will be added to the list.

The lists should contain basic data for all fossil fuel-fired electricity generating units (EGUs) with nameplate capacity > 25 MW. Also, since allocation to units on an electricity output-basis is one option being considered, additional emissions/generation units associated with a main unit (such as a waste heat or combined cycle steam generator) should also be included, even if such units are smaller than 25 MW in size.

Despite using several sources of data, some data gaps still exist and state staffs are continuously updating their lists. State staffs are also currently in the process of compiling fuel use/heat input, generation, and emissions data for each of the units in these lists. It is hoped that RGGI stakeholders and other interested parties will work with the state agency staff in their states to help refine these unit lists and to help review/contribute additional information as new data elements are added to the lists.
