Final Report
On April 1, 2008, the Emissions Leakage Staff Working Group forwarded to the RGGI Agency Heads a final report evaluating potential emissions leakage under the Regional Greenhouse Gas Initiative and policy mechanisms available to mitigate potential emissions leakage. This final report builds upon the preliminary report, released in March 2007, which is described below.
Preliminary Report
On March 14, 2007, the Emissions Leakage Staff Working
Group forwarded to the RGGI Agency Heads a final preliminary
report evaluating potential emissions leakage, Potential
Emissions Leakage and the Regional Greenhouse Gas Initiative
(RGGI): Evaluating Market Dynamics, Monitoring Options,
and Possible Mitigation Mechanisms.
The report does
not make any policy recommendations regarding emissions
leakage mitigation mechanisms at this point, but instead
provides a qualitative review of policy mechanisms
as a starting point for discussion by Agency Heads
about how to address potential emissions leakage. The
report also reviews the wholesale electricity market
dynamics that may drive or, alternately, mitigate potential
emissions leakage, and provides a detailed proposal
for monitoring potential emissions leakage through
minor modifications to the existing generator attribute
tracking systems used for environmental disclosure
by the ISOs subject to RGGI.
This preliminary report
is to be followed by a final report. In the final report,
Staff will undertake, where appropriate, a more detailed
qualitative and quantitative analysis of the potential
effects of the various emissions leakage mitigation
policy options considered in the preliminary report.
Development of the report
was informed by a two-day
stakeholder workshop held
in June 2006 at the University of Vermont Law School.
The Staff Working Group is soliciting comments
on the report through May 17, 2007. Comments should
be submitted to the following, in word processing document

Comments
on the report will be posted on this page as of the
close of the comment period.
The Staff Working Group
will schedule a conference call with stakeholders prior
to the end of the comment period to provide any necessary
clarification and address questions about the report.
