The RGGI CO₂ Allowance Tracking System (RGGI COATS) is used to:

• Track CO₂ emissions from regulated emissions sources;
• Track CO₂ allowance holdings and transactions between accounts;
• Determine compliance with state CO₂ Budget Trading Programs;
• Submit allowance set-aside (special approval) applications to RGGI States;
• Submit offset project applications and monitoring and verification reports to RGGI States;
• Track CO₂ offset allowance awards; and
• Provide public reports containing program information and market data.
