The RGGI COATS special approvals module tracks applications for CO2 allowance allocations in accordance with allowance set-aside and other allowance allocation provisions of individual participating state CO2 Budget Trading Programs. For information about individual participating state allocation provisions and application procedures, please consult state regulations or state program contacts.
RGGI COATS also generates public reports about CO2 allowance allocation applications, including applications for early reduction allowances, allowance retirements related to voluntary renewable energy market activity, long-term power purchase contract allocations, direct allowance sales, and other allowance allocations.
