Public Reports

RGGI COATS enables the public to view ten types of program and market data reports.

Each of these reports allows any member of the public to view, customize, and download RGGI COATS data dating from the creation of the first RGGI COATS general accounts on July 22, 2008.

Reports may be downloaded in Excel or PDF formats by clicking the relevant download buttons at the top-right of each report screen or may be downloaded to Excel by clicking the Export Data button at the bottom-right of some data grids.

Report Types

1) Account Representatives Report

This report provides the name, address, telephone number, and fax number of every authorized account representative and every alternate authorized account representative in RGGI COATS. For compliance accounts, the report also includes the account name, facility name, facility ID (ORIS code), and owner/operator. For general accounts, the report also includes the account name and the parties with an ownership interest in the CO₂ allowances in the account.

 

2) Owner/Operator Report

This report includes information about RGGI COATS accounts related to owners/operators. For compliance accounts, it details the account name, facility name, facility ID (ORIS code), unit IDs, owner/operator, state, and state facility ID. For general accounts, it details the account name and the parties with an ownership interest in the CO₂ allowances in the account.

 

3) Transaction Price Report

This report allows the public to query CO₂ allowance transaction information by transaction type, financial transaction date, and RGGI COATS allowance transfer recordation date. The report provides the transaction type, transfer and recorded dates, price and number of allowances for each transaction. This report does not include identifying information of transferor or transferee accounts or the identification by serial number of specific CO₂ allowances transferred.  The report also provides the weighted average price of all transactions during the range of dates specified by the query.

 

4) Source Report

This report includes a list of all CO₂ budget sources in each state. It includes the source name, facility ID (ORIS code), unit IDs, state, and state facility ID.

 

5) Account Report

This report includes information about all accounts in RGGI COATS: account number, account name, account type (compliance/general), facility owner/operator (compliance accounts) or parties with an ownership interest in the CO₂ allowances in the account (general account), authorized account representative, and state.

 

6) Special Approvals (Allowance Set-Aside Allocations)

This report includes information about allowances distributed through state CO₂ Budget Trading Program CO₂ allowance set-aside and other allocation provisions. These provisions address early reduction allowances, allowance retirements related to voluntary renewable market activity, long-term power purchase contracts, and direct allowance purchases, among others. (Please note: only special approval applications that have been processed by the applicable state regulatory agency are available for public view.)

 

7) Offsets

This report contains information about offset projects for which a complete Consistency Application has been submitted to the applicable state regulatory agency. The report includes the following information for each offset project: project ID code, project name, project type, reviewing state, application status, Consistency Application submission date, and CO₂ allowances awarded. (Please note: only offset projects that have a Consistency Application deemed complete by the applicable state regulatory agency are available for public view.)

 

8) Emissions

These reports include CO₂ emissions data for power plants regulated under state CO₂ Budget Trading Programs in the 10-state region. Each report includes facility name, facility ID (ORIS code), unit IDs, state facility ID, operating time, operating hours, CO₂ emitted, heat input, and CO₂ emitted due to the use of eligible biomass fuel. 9) Summary-Level Emissions

This report shows the total amount of CO₂ emissions that are subject to a CO₂ allowance compliance obligation under state CO₂ Budget Trading Program regulations. The total has been adjusted to account for CO₂ emissions that are reported to RGGI COATS but not subject to a CO₂ allowance compliance obligation (eligible biomass and certain industrial generators).

 

10) Compliance

Two compliance data reports are available to the public. The Compliance Summary Report in RGGI COATS provides state-derived compliance evaluations for the first control period. A static form of the Source-Submitted Data Report for the first control period shows data submitted by sources prior to final compliance true-up (as of June 4, 2012) and does not include any state-derived evaluations of compliance.
