The purpose of the RGGI Stakeholder Process is to provide
the environmental and electricity regulators from the
RGGI states (the "Staff Working Group") a
sounding board on the structure and details of a regional
carbon cap-and-trade program.
The RGGI Stakeholder Process will engage a Stakeholder
Group and a Resource Panel.
The members of the Stakeholder Group were carefully
selected by the RGGI states to represent a wide range
of interests and geographies in the RGGI region, while
remaining a manageable size to allow the individuals
involved to engage and discuss issues around one table,
together with about 15 state representatives. The Stakeholder
Group is comprised of 24 stakeholder organizations representing
electric generator, environmental, consumer, and other
affected interests from throughout the Northeast and
Mid-Atlantic regions.
The Resource Panel was assembled to provide the RGGI
states with assistance in the development of a framework
for a regional carbon cap-and-trade program, as part
of the RGGI Stakeholder Process. Resource Panel members
will attend all the Stakeholder meetings and contribute
their expertise to the discussions among the Stakeholders
and the Staff Working Group.
The Stakeholder Group and Resource Panel will meet
with the RGGI Staff Working Group for 1-2 day meetings
approximately every other month, from April 2004 to
April 2005. All Stakeholder meetings will be facilitated
by Raab Associates, Ltd.

Prior to each Stakeholder meeting, we anticipate distributing
written material, which will also be posted on this
web site.
The Stakeholder meetings are open meetings. Members
of the public are welcome to listen and, time permitting,
may have an opportunity to comment. In addition, the
Staff Working Group may hold larger public meetings
at key junctures should the need arise, as called for
in the Stakeholder Plan. Each RGGI state is also likely
to have its own in-state public involvement process
at some point. A draft framing paper (the Stakeholder
