RGGI COATS Users
RGGI COATS enables the public, regulated entities, other market participants, and offset project sponsors to accomplish the following tasks:
1) The Public
RGGI COATS enables the public to view nine types of program and market data reports: accounts, account representatives, owner/operators, sources, transaction price, special approvals, offset project applications and approvals, source emissions (quarterly, annual, and control period), and compliance. For more information, please see "Public Reports."
Each of these reports allows any member of the public to view, customize, and download RGGI COATS data dating from the creation of the first RGGI general accounts on July 22, 2008.
To view the reports, go to the RGGI COATS platform (http://www.rggi-coats.org/), and click on the desired report category in the "Public Reports" dropdown menu in the upper left-hand side of the screen. No login is required. Reports may be downloaded in Excel or PDF formats by clicking the relevant download buttons at the top-right of each report screen or may be downloaded to Excel by clicking the Export Data button at the bottom-right of some data grids.
2) Regulated Entities and Other Market Participants
RGGI COATS enables anyone that holds an account to receive, transfer, and hold CO2 allowances. All parties interested in holding allowances must open a RGGI COATS account and obtain a RGGI COATS account number. Please note that the account creation process differs for compliance and general (non-compliance) accounts. For more information, please consult the RGGI COATS User's Guide.
3) Offset Project Sponsors
Offset project sponsors can use RGGI COATS to register offset projects and submit offset project Consistency Applications and Monitoring and Verification Reports to RGGI participating states. Please note that all offset project sponsors must open a RGGI COATS general account and obtain an offset project ID code by registering an offset project in RGGI COATS in order to complete the state offset project application process.
