RGGI COATS

The RGGI CO2 Allowance Tracking System (RGGI COATS) is the platform that records and tracks data for each state's CO2 Budget Trading Program. RGGI COATS also facilitates market participation by enabling:

  • The allocation, award, and transfer of CO2 allowances;
  • The certification and providing of CO2 allowances for compliance-related tasks;
  • The registration and submittal of applications and reports for offset projects;

RGGI COATS enables anyone that holds RGGI COATS account to receive, transfer, and hold CO2 allowances.  All parties interested in holding allowances must open a RGGI COATS account and obtain a RGGI COATS account number. 

RGGI COATS account holders must have a username and password to access their account. For instructions on how to open a RGGI COATS account, please consult the RGGI COATS User's Guide. Offset project sponsors can use RGGI COATS to register offset projects and submit offset project Consistency Applications and Monitoring and Verification Reports to the RGGI states. Please note that all offset project sponsors must open a RGGI COATS general account and obtain an offset project ID code by registering an offset project in RGGI COATS in order to complete the state offset project application process.  For more information, please consult the RGGI COATS User's Guide or the Offsets section of this website.

Public Reports

RGGI COATS also enables the public to view, customize, and download reports of RGGI data and CO2 allowance market activity. No login information is required to view RGGI COATS public reports.

To access the reports, go to the RGGI COATS platform, and click on the desired report in the "Public Reports" menu in the left side of the screen.

There are eleven types of current public reports as well as a link to archived reports.  The current reports include: Summary Level Emissions, Quarterly Emissions, Annual Emissions, Control Period Emissions, Sources, Accounts, Transaction Price, Special Approvals, Offset Projects, Compliance Summary and the latest Interim Compliance Summary Report.

Each of these reports allows any member of the public to view and download RGGI COATS data.

Types of Public Reports

Summary Level Emissions

1) Summary-Level Emissions

This report shows the total amount of CO2 emissions that are subject to a CO2 allowance compliance obligation under state CO2 Budget Trading Program regulations. The total has been adjusted to account for CO2 emissions that are reported to RGGI COATS but not subject to a CO2 allowance compliance obligation.

Emissions Reports

2) Emissions

These reports include CO2 emissions data for power plants regulated under state CO2 Budget Trading Programs in the RGGI participating states. These reports do not include any adjustments for state CO2 emissions exemptions. Each report includes facility name, facility ID (ORIS code), unit IDs, state facility ID, operating time, operating hours, CO2 emitted, heat input, and CO2 emitted and eligible for exemption. The reports are available by:

Sources Report

3) Sources Report

This report includes a list of all CO2 budget sources in each state. It includes the source name, facility ID (ORIS code), unit IDs, state, state facility ID, and owner/operator.

Owner Operator Report

4) Owner/Operator Report

This report includes information about RGGI COATS accounts related to owners/operators. For compliance accounts, it details the account name, facility name, facility ID (ORIS code), unit IDs, owner/operator, state, and state facility ID. For general accounts, it details the account name and the parties with an ownership interest in the CO2 allowances in the account.

Account Report

5) Account Report

This report includes information about all accounts in RGGI COATS: account number, account name, account type (compliance/general), facility owner/operator (compliance accounts) or parties with an ownership interest in the CO2 allowances in the account (general account), authorized account representative, state, and status.

Account Representatives Report

6) Account Representatives Report

This report provides the name, address, telephone number, and fax number of authorized account representatives and alternate authorized account representatives in RGGI COATS. For compliance accounts, the report also includes the account name, facility name, facility ID (ORIS code), and owner/operator. For general accounts, the report also includes the account name and the parties with an ownership interest in the CO2 allowances in the account.

Transaction Price Report

7) Transaction Price Report

RGGI COATS records ownership of CO2 allowances and enables compliance and general account holders to transfer and receive COallowances. Each CO2 budget source has a compliance account. All other market participants must open a RGGI COATS general account in order to transfer and receive CO2 allowances.

This report allows the public to query CO2 allowance transaction information by transaction type, financial transaction date, RGGI COATS allowance transfer recordation date, and the transferred allowances by control period. The report provides the transaction type, transfer and recorded dates, price and number of allowances for each transaction, and the transferred allowances by control period. This report does not include identifying information of transferor or transferee accounts or the identification by serial number of specific CO2 allowances transferred.  The report also provides the weighted average price of all transactions during the range of dates specified by the query.

Special Approvals Report

8) Special Approvals

This report includes information about allowances distributed through state CO2 Budget Trading Program CO2 allowance set-aside and other allocation provisions. These provisions address early reduction allowances, long-term power purchase contracts, direct allowance purchases, and allowance retirements, among others. For information about individual participating state allocation provisions and application procedures, please consult state regulations or state program contacts. (Please note: only special approval applications that have been processed by the applicable state regulatory agency are available for public view.)

Offsets Projects Report

9) Offsets Projects

This report contains information about offset projects for which a complete Consistency Application has been submitted to the applicable state regulatory agency. The report includes the following information for each offset project: project ID code, project name, project type, reviewing state, consistency application status, application submission date, and CO2 allowances awarded. (Please note: only offset projects that have a Consistency Application deemed complete, consistent, or inconsistent by the applicable state regulatory agency are available for public view.)

Compliance Reports

10) Compliance

Three compliance data reports are available to the public. The Compliance Summary Report in RGGI COATS provides state-derived compliance evaluations for each three-year control period. The Interim Compliance Summary Report provides data regarding CO2 allowances provided by CO2 budget sources to meet their interim compliance obligation for an interim control period (the first two calendar years of each three-year control period). The Source-Submitted Data Report shows data that was submitted by CO2 budget sources prior to final compliance true-up and is only available prior to final compliance true-up. This report does not include any state-derived evaluations of compliance.
