RGGI COATS Data

Platform & User Information

No login information is required to view RGGI COATS reports. To access the reports, To view the reports, go to the RGGI COATS platform, and click on the desired report in the "Public Reports" dropdown menu in the upper left-hand side of the screen.  This page provides a link to the RGGI COATS Platform login page.

RGGI COATS account holders must possess a username and password to access their account. For instructions on how to open a COATS account, please consult the RGGI COATS User's Guide. RGGI COATS enables the public, regulated entities, other market participants, and offset project sponsors to accomplish the following tasks:

1)     The Public

RGGI COATS enables the public to view ten types of program and market data reports: accounts, account representatives, owner/operators, sources, transaction price, special approvals, offset project applications and approvals, source emissions (quarterly, annual, and control period), summary emissions (source emissions less emissions not subject to a CO2 allowance compliance obligation), and compliance.

Each of these reports allows any member of the public to view, customize, and download RGGI COATS data dating from the creation of the first RGGI general accounts on July 22, 2008.

To view the reports, go to the RGGI COATS platform, and click on the desired report category in the "Public Reports" dropdown menu in the upper left-hand side of the screen. No login is required.   Reports may be downloaded in Excel or PDF formats by clicking the relevant download buttons at the top-right of each report screen or may be downloaded to Excel by clicking the Export Data button at the bottom-right of some data grids.

 

2)     Regulated Entities and Other Market Participants

RGGI COATS enables anyone that holds an account to receive, transfer, and hold CO2 allowances.  All parties interested in holding allowances must open a RGGI COATS account and obtain a RGGI COATS account number.  Please note that the account creation process differs for compliance and general (non-compliance) accounts. 3)     Offset Project Sponsors

Offset project sponsors can use RGGI COATS to register offset projects and submit offset project Consistency Applications and Monitoring and Verification Reports to RGGI States. Please note that all offset project sponsors must open a RGGI COATS general account and obtain an offset project ID code by registering an offset project in RGGI COATS in order to complete the state offset project application process.  For more information, please consult the RGGI COATS User's Guide or the Offsets Section of this website.

Offsets

The RGGI COATS offsets module is used to register offsets projects, track offset project Consistency Application and Monitoring and Verification Report submittals to RGGI States, track project regulatory status and the award of CO2 offset allowances, and provide public access to offset project documentation.

The offsets module in RGGI COATS enables:

  • Offset project sponsors to register offset projects and electronically submit Consistency Applications and Monitoring and Verification Reports. (Please note: Project sponsors must open a RGGI COATS general account in order to complete the application process; individual states may also require state-specific application submittal procedures.)
  • The public to access offset project applications and monitoring and verification reports submitted to the RGGI States. The Offsets Report includes the following information for each offset project: project ID code, project name, project type, reviewing state, application status, submission date, and CO2 allowances awarded. (Please note: Only offset projects that have a Consistency Application deemed complete by the applicable state regulatory agency are available for public view.)

Compliance

Each RGGI State's environmental regulatory agency uses RGGI COATS to determine compliance with state CO2 Budget Trading Program regulations.

As of January 1, 2009, under each RGGI State's CO2 Budget Trading Program, sources are required to possess CO2 allowances equal to their CO2 emissions over a three-year control period. A CO2 allowance represents a limited authorization to emit one ton of CO2, as issued by a respective State.

The third three-year control period took effect on January 1, 2015 and extends through December 31, 2017 for the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont. 

Starting in the third control period each CO2 budget source must hold allowances equal to 50 percent of their emissions during each interim control period (the first two calendar years of each three-year control period). Each CO2 budget source must hold  allowances equal to 100 percent of their remaining emissions for the three-year control period at the end of the three-year control period. The 2016 interim control period began on January 1, 2016 and each CO2 budget source must hold allowances available for compliance deduction equal to 50 percent of their emissions by 11:59 PM ET on March 1, 2017.

The second three-year control period took effect on January 1, 2012 and extended through December 31, 2014 for the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont.

The first three-year control period took effect on January 1, 2009 and extended through December 31, 2011 for the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.

Special Approvals

 

The RGGI COATS special approvals module tracks applications for CO2 allowance allocations in accordance with allowance set-aside and other allowance allocation provisions of individual participating state CO2 Budget Trading Programs. For information about individual participating state allocation provisions and application procedures, please consult state regulations or state program contacts.

RGGI COATS also generates public reports about CO2 allowance allocation applications, including applications for early reduction allowances, allowance retirements related to voluntary renewable energy market activity, long-term power purchase contract allocations, direct allowance sales, and other allowance allocations.

Transactions

 

RGGI COATS records ownership of CO2 allowances and enables compliance and general account holders to transfer and receive CO2 allowances. Each CO2 budget source has a compliance account. All other market participants must open a RGGI COATS general account in order to transfer and receive CO2 allowances.

RGGI COATS also enables the public to view reports on CO2 allowance prices and transactions. The Transaction and Price Report includes transaction type, transaction date, recorded date, price, and volume of CO2 allowances. The report also shows the weighted average price of all transactions over a specified period of time. The Transaction and Price Report does not include identifying information of transferor or transferee accounts or the identification by serial number of specific CO2 allowances transferred.
