David Paylor was appointed as Director of DEQ by Governor Ralph Northam in 2018. First appointed the head of the agency by Governor Timothy Kaine in 2006, he was subsequently reappointed by Governor Terry McAuliffe and Governor Bob McDonnell. Paylor also served as Deputy Secretary of Natural Resources under Governor Mark Warner.

Paylor’s career began in 1973 as a member of the State Water Control Board. He joined DEQ in 1976 as a field biologist and continued with the agency in a variety of positions including aquatic ecologist, water resources manager, director of petroleum programs, and director of operations. He is president of the Environmental Research Institute of the States.

Paylor was graduated from Duke University with a bachelor’s degree in zoology and received his master’s degree from Oregon State University in fisheries science. He and his wife Lesa have two children, Kelsey and Grant. Hobbies include camping, canoeing and woodworking.
