Katie Scharf Dykes is the Commissioner of Connecticut’s Department of Energy & Environmental Protection (DEEP).

The following requirements were developed to ensure that offset projects represent CO₂e emissions reductions or carbon sequestration that is real, additional, verifiable, enforceable, and permanent.

Consistency, Monitoring, and Verification Requirements

Applying for the award of CO₂ offset allowances is a two-step process. 

Below are minutes from the meetings of the RGGI, Inc. Board of Directors and the Executive Committee of the Board of Directors.

The RGGI states issue CO₂ allowances that are distributed almost entirely through regional auctions, resulting in proceeds for reinvestment in strategic energy and consumer programs. Programs funded with RGGI investments have benefited local businesses, low-income communities, industrial facilities, and households throughout the region.
